It is totally innocent to follow people in a neighborhood that has experienced many break-ins before. Especially when you consider that his surveillance resulted in a conviction.

On the other hand, Im hardpressed to understand why a kid would take a screwdriver and abunch of women's jewelry to school with him, yet not be willing to say where he got it from.

Doesn't bother you when a person hires someone to kill another person though. You can totally see situations where that is justified.
