That's the problem with those scared straight programs. If you're trying to reform a 14-16 year old who's been in the ghetto his entire life you're way too late.

Everything about that kids behavior screams out that he has been a victim of repeat abuse. Combine that with a lifetime of poverty and the dropout factory schools he attended and it's going to take more than a Scared Straight program to get him back on track.
