What the fuck are they saying, doing? Whats the little flag/badge on the kids sleeve? I believe thats the UK, and if so - I'll once again be amazed at how unrecognizable the English language is with some of those deep ass UK accents. At least I can understand a country bumpkin redneck.

The flag is a Stone Island logo, it's like expensive "designer" brand associated with football (soccer) fans terrace culture. The kid is an aspiring football hooligan, although true hooliganism died off in the 80s.
The kid is making wanker gestures at rival fans, hence him getting escorted away by the copper (a police officer)
