Very possibly. His trying to get him to admit to wronging Belinda at the flagpole definitely seemed to imply he was setting Gamby up. I'm sure he then shoots Gamby, leaves him for dead and tells the police Belinda was after him because he burned her house down. He just burned his Prius too to shift view from himself as a suspect.

amazing finale, didn't even think about it being goggins character, that makes way more sense. just rewatched the end too and the shooter is taller than mcbride so no way it could be Brown
