Yeah that's how they did the mains in the Inquisitor ARPG. They knew they couldn't make you a Space Marine. I own it, haven't played it in a while as it was TERRIBLE in the beginning and meh when "improved". (In my opinion, of course, as my prior critique of the original Space Marine game has gotten some thumbs down).Loved Space Marine, day 1 purchase for me if it gets decent reviews.
There's quite a bit of WH40k games out there ( Every Warhammer 40,000 game, ranked ) but I still feel like it's an under-represented IP in gaming. Would love a strong story/squad shooter in the same vein as Mass Effect. I have no strong opinions on era / protagonist other than it'd probably be a mistake to let you play as or have control over Astartes. For a story driven shooter / rpg The Astartes are best kept at arms length where they can maintain their larger-than-life personas without cracking them with detail or over-exposure.
Something like a Xenos agent like John Grammaticus ( John Grammaticus - Warhammer 40k - Lexicanum ) or commisar like Ciaphas Cain ( Ciaphas Cain - Warhammer 40k - Lexicanum ) would be great.
