DS9 Worf might have a chance...this is the guy who killed a Jem'Hadar every day for weeks with broken ribs and in a prison camp and later usurped the whole Klingon empire in hand to hand combat. Hell, his DS9 version could have made a pretty good Dothraki at times.

Drogo never lost a battle... to a very small subset of peoples in a fairly small portion of one world. Worf occasionally got his ass beat by people who could train on the holodeck all day or against other intergalactic badasses fighting people from a huge set of possible adversaries from many worlds. Spacefaring races have advanced economies that allow people to hyperspecialize in one area, or spend large blocks of leisure time doing whatever they wish, including training for combat.
I'm going to put odds on Worf purely for economic/statistical sampling reasons.

hard to say.
on one hand, Worf explicitly has space judo. Asserted repeatedly to be more effective/advanced then other combats. Holodeck training is another good point.
however, you also need to consider socialist society, and peacetime state+lazer fighting. Invariably soft and weak. Worf can't possibly be as hard as Drogo. Training for combat is not the same as actually fighting in combat vs a real opponent. worf might be a better technical fighter, but very possibly not have the killing desire to just straight up murder anyone that challenges.

DS9 Worf was a lot harder than TNG Worf. TNG Worf was just a bitch. Worf finally got a father figure who didn't parade around new york on shopping trips with gay knights in DS9, and he proceeded to kick some ass.
