Actually no because the hand is in a natural position and not extended past the body it was more ball to hand without any intent to block the shot - you could by the rules see this as not a penalty. Plenty of balls hit hands in football and it's all about positioning, intent, distance etc.

Correct. Hand balls are only a penalty if done intentionally. If you touch the ball because you can't move out of the way fast enough or if you are protecting yourself, it doesn't count. The Belgian player was clearly just running and, with no time to react, had the ball kicked to where his arm happened to be.
