Yes, you will see cards given for simulation and that should be done more often. The issue though is everybody is waiving for a card on almost every play that is a 50/50 and that isn't good for the game. Because FIFA insists on the antiquated use of just 4 officials there is almost too much going on at this point for them to handle so the use of a review panel after the fact should be welcomed.

There was one in my favorite match ever: Italia vs South Korea during the 2002 World Cup. Totti got a yellow for diving in the box and was sent off as it was his second. A great moment, because Totti, probably for the first time in his life, did not dive on that particular occasion!

There is FAR less diving in the Premier league, how is this even debatable, you obviously don't watch La Liga or Serie A. The fact its constantly talked about, commentators are disgusted by it, Managers constantly moaning in interviews, when compared to these flopping fucks in South America who actively defend their action. It even says the reasons why they turned down the proposal was because it could set a precident of clubs asking for replays of games when retrospective action is taken. All clubs and managers want to see this stamped out but its a slow process as any changes often are.

I'm going to put your obvious attacks down to the fact that I pointed out Liverpool are the most loathed team in the league, to which you obviously can't believe is possible (have you even been to Anfield? or even the UK?). I've said it once and I will say it again, get fucked and get the blinkers off, you even have Suarez as your avatar, how much more of a prick can you be?
Even a snail moves a few inches an hour. How are we looking at a slow process here? We have Robben actually bragging about diving on TV minutes after the game. I'm not seeing any progress here, we're still exactly where we were when this problem starting becoming a problem, 15 years ago when diving was made a bookable offense.

In any sport you look for every advantage you can get to win. UEFA amazingly enough is even worse than FIFA in their refusal to accept technology, you can have goal calls be correct without stopping the game at all but do you know they can do the same for offsides? FIFA as corrupt as it is at least is going with the goal line tech but UEFA won't even do that. The thought then that either party will institute anything that would review but the most egregious actions after the fact is laughable. A lot of refs are poor and as I've already stated there is no transparency or accountability for most refs but the tools they get to do their job is pretty bad. Something of an odd reason for the US to become dominant in the sport is that aside from baseball we adopt technology pretty quickly in our professional sports.

What progress did you see in the 15 years since it's a yellow card offense?
Not much, if any, but my answer was more about the first half of your statement; about diving becoming a problem 15 years ago.

It might be though that it became more of a problem in some leagues 15ish years ago because of an influx of players coming from leagues were diving was rampant and/or because the way the game was played in some league evolved and became a better environment for diving (kick & rush is probably not very diving friendly, the stampede just tramples the diver).

Here in Australia we have match review panel that looks at games and issues penalties for simulation. Much easier to setup in a smaller country / competition though

or the 'you touched my chest but I act like you punched my face' shenanigans will get caught, but these are not common).
Not common? Seems like 75% of leg fouls, upon further review, show the simulator clutching his shin (sometimes right on the pad) and howling in agony after the offender's foot gently caressed his ankle, or some other leg part far distant from said clutch.

The goal line technology is not suitable for calling offsides, simply because players are not the same shape as a ball.

Assistant referee (association football) - Wikipedia, the free encyclopedia

The fourth assistant doesn't do anything about the actual match. So we have nothing, I guess.
i'm not talking about the 4th assistant,i'm talking about this dude in blue:

Aside from a Luiz wonderstrike again I don't see where Brazil's goals are going to come from today. Either Germany will overpower them early and win comfortably or this one will go to penalties again as neither team can score.

You can't even keep your story straight, you said it's not condoned in the UK and now you're saying its just far less prevalent. Which one is it? Where are the retrospective bans for all the divers that people are so disgusted by who play every week for the biggest clubs in the UK? Moyes doing a "tisk tisk" to A. Young one time is all the managers frothing at the mouth now? Do you even read what you write as this is fucking hilarious?

Maul, you've yet to admit who you even root for? I think we all know but lets hear it.
What about when everyone from Liverpool was rallying around Suarez for the previous bites, tackles, racism etc? Obviously, no matter how hypocritical it is, people will defend their own. Another football forum I frequent had Liverpool fans again refusing to believe it was a bite and merely just a stumble. People always support their own, even if it makes them look retarded.

I have said that the premier league does not want diving in the game, fans from ALL teams hate it, no one wants to see it yet for the reasons I have stated its a difficult process, which it is for the reasons I have said and whats been repeated by the FA and Clubs, if you take retrospective action against a match deciding dive or red cards, you will find the situation escalating asking for replays of games and other such disruption. The very article you cited to make your point says everything I've just said.

We wanted Goal Line technology years ago, FIFA said No, now suddenly its here. As the globalisation continues and the revenues increase year on year, changes will come in slowly, they have been wanted in the UK especialyl for many years now. No self respecting Premier League fan will defend diving (Liverpool fans are the exception, pricks). We fucking hate it and its becoming less of an issue each season, obviously you get the same cunts trying it on, with the large influx of foreign players we have its inevitable, its almost encouraged to dive and play act in Spain/Italy etc. English teams are far more physical, which is something of a hinderance in the champions league because of all the soft calls from refs. Do we want a fix for the issue? Of course, I hate diving and play acting, but in some cases there is a very fine line between a dive and an actual foul, which is the reason its so difficult to spot in the fast pace of the games. Robben dives are obvious of course though.

Listen dude, all the Liverpool shit aside, because who doesn't love a bit of banter, you are obviously a passionate emotional guy who loves his team. Lets just agree to disagree and wait for the 14/15 season to call each other cunts again?

PS. Ashley Young is notorious for his antics, and gets slated for it in the Media, by pundits and especially Man Utd fans.
