Idunno, blizzard has had an active Diablo team since Reaper of Souls launched and they certainly aren't working on Reaper of Souls content (wardrobe and like.. 2 new class sets is all they've added). I guess maybe you could argue they were busy making ports.
I find it insanely unlikely they've been doing nothing at all for 5 years.

Bliz has the resources to turn it around. They just can't do it.
Bliz has been the origin point for several entire new genres of games worth billions and has taken the backseat in all of them. They are about to get hit hard on their Overwatch angle with what Riot's cooking up. They failed to take advantage of auto-chess or at least are so far behind that it doesn't matter. Riot and Valve turned around on Auto-Chess in just a few months and not a peep from Bliz on that at all.
Their cardgame has stagnated for years. So long that Riot is now again going to release another contender. Along with the slew of other shit.
I mean... I don't think there's anything Bliz can do that will top the Riot announcement at their con.

Too many people that "dreamed of working for blizzard one day" ended up working there, instead of people actually good at their jobs. My friend working at Bioware says it's the same over there, a bunch of folks who made it their career goal to work at a place where none of the people responsible for you actually respecting the place are productive/around.

RAF is even fuckier than it was last time.
Now, you are limited to ONE reward per account, per month.
You used to be able to sign up, pay for X-Months, get that reward.
Now you are rewarded one month at a time. Many people bought 12 Months worth of time, slapped it on, now they have to wait a whole year for all of the rewards.
Alternatively, you can RAF four accounts (the current monthly maximum) for one month each, to get four of the twelve rewards this month.
So it will take three months doing it this way.
Now, you are limited to ONE reward per account, per month.

In theory, yes. Alternatively, you just subscribe four dummy accounts, instead of one.
But it gets those subscription numbers nice and artificially inflated!

Their original RAF system was more than enough to artificially inflate sub numbers. 300% EXP gain and level granting + RAF summons? Yea, people would buy new accounts just to get those perks on top of the cosmetic/mount/pet rewards. These new perks are not worth that at all.

The 'party sync' feature is neat, I guess?
You can lower your level to match that of a person you have RAF'd yourself to. You lose any extra abilities that level would apply, etc.
You can redo quests you have completed, with a few rules... they do not award reputation if you have previously done them, supposedly item rewards are scaled up to your proper level (this I am not 100% sure on), and there are a few 'party sync' quests you can do. Do 30 Quests using it, you get 200 Time badges. Do 2 LFG Dungeons, you get 300. Do 2 Random Battlegrounds, you get 30 Marks of Honor (this one is actually not horrible. Some awesome TMOGs locked behind them.)

Level Granting trumped that in every facet, especially when you could take your max level character and PL them through dungeons at 300% exp on top of that. This new RAF is garbage compared to the original.

This corruped items bullshit is so fucking bad. It's like they don't even get why people hated Titanforging. "hey lets replace it with some gear that gives your character a chance to shart in his pants during combat!"

What is so wrong with just being able to get BiS in each slot for any given tier and be done with it so you can play alts or do other stuff. No, you have to chase the carrot forever and never actually be "done".
