Sorry, I guess I assumed this was all understood already. COPPA is 19 years old. I'm not saying that as a snark. As they are finding their feet and winning cases, COPPA enforcement has been spreading wider and wider. COPPA applies to every site on the intertubes. Every single one. Now, it may not effect them, but it still applies to them. Things get murkier for non-US sites, but not even getting into that.
Oh I understand what it is, basically each new win "Clarifies" a certain portion of the law, such that I call it a "New Ruling". It isn't really "New" but more of a "clarification" in the LOOSEST sense of the word.
They can "Clarify" a certain aspect such that the OG law changes significantly.

The reason I'm saying that Twitch and other streaming sites are going to get railed if this clarification goes into full swing is because their business exists PRIMARILY in the space of children entertainment.
If the FCC (or was it FTC...don't think it was but...) stands on the statement of, "Having a minimum age requirement doesn't exempt you." then all of these sites are in for a very rough ride.
The reality is that Youtube (and By-Proxy GOOGLE...) will not be viable if they cannot collect user-data anymore if the "Are you over 13" question becomes a super liability.
Fuerthermore it takes online trolling to a SWATing level of insanity since youtube will wash their hands of any liability of their creators. I mean shit, if I really don't like a streamer / creator I can basically flag their content to the powers that be and watch as they are forced to defend themselves VS the US government.

MEANWHILE...on the Facebook front, they are trying to connect users with BANK records, so they can show a 1:1 impact on marketing to a purchase. The MAJOR reason why Facebook has a crypto currency in the first place is ENTIRELY so they can collect and sell transaction information for the purpose of my first sentence.
