Today was literally the first time I've ever seen that called incomplete it was just the opposite motion, instead of falling forwards he fell backwards.Whatever part of the foot that touches the ground must be wholly inbounds. So, toe is in but heel lands out is incomplete. Toe in then lifted off ground then heel down - complete pass.

The toe can be dragged out of bounds as long as it landed inbounds first and the heel doesn't touch out before the toe comes off ground.
