Both, the foot almost always comes off the ground or it takes a while for the heel to come down thus is no longer part of the step or it "looks" like a catch. If this sounds ambiguous it's because it is - literally the only thing the rules say is that you have to get two feet in bounds with no definitions for anything. Steps aren't defined it's just convention for how it's called.
