If it's really true that O'neal and Ybarra did not get a pay rise when they were appointed as new "leadership", plus the fact that Ybarra has been longer at Blizzard and getting paid more thant O'neal: This is very likely just Bobby trying to promote someone to leadership just for optics (internal and external), but not wanting to give them money or any real control.
It totally sounds like Ybarra has nothing to say within Blizzard, except to collect those weekly/monthly reports to Bobby on where the money is going. All the other time he is probably just sending out orders on behalf of Bobby, like Fran Townsend has.
