I don't believe Ortiz at any point was trying to throw that fight, and if he was he certainly risked it by absolutely hammering Wilder in the middle rounds (which seems to be backed up by slo-mo replays of Ortiz landing significant shots). As for promoters, no doubt. If that fight goes the distance, Wilder wins no matter what. Too much money in play for the boxing commissions and promoters etc.
I'd also "throw caution to the wind" on the author of that article, Charles Farrell. He writes very entertaining articles, and I certainly don't doubt the "insider" knowledge he has, but he definitely stinks of "Fight Game hipster". He most famously claimed https://deadspin.com/the-greatest-boxer-alive-is-too-good-for-his-sport-1721737812, in which he is referring to Guillermo Rigondeaux. A no-doubt, phenomenal fighter, but one with red flags at the time that indicated he was not on the level of Andre Ward or Floyd Mayweather among others (which was proven correct after Lomachenko absolutely destroyed Rigondeaux). https://deadspin.com/mediocrity-has-revitalized-boxings-heavyweight-division-1766814195 in this article he sings the praises of Luis Ortiz, so maybe some sour grapes? Who knows. He has certainly misevaluated fighters on multiple occasions, and doesn't like to admit he is wrong. The guy can definitely write, but he is a little ridiculous in some of his attempts at grabbing eyeballs.
