Cyclone Strike isn't considered a knockback, but bell has a knockback rune on it. It used to do smartloot for the character that IDs it. However I did this on a Ring of the Zodiac that dropped for a Wizard and IDed on a Monk... it rolled Intelligence as it's main stat.What happens if you ID the legendary on a different character? I got 2x 2handed axes on my DH and there and I'm guessing he'll have no use of them.

The rift guardians in nephalem rifts drop forgotten souls very commonly, they're not that hard to get.Good changes, a step in the right direction.
Now fix crafting and my biggest issues will be resolved. Price of gems is not OK. Needing a top gem to re roll stats on a ring or amu is not OK. Having to farm for 10+ hours to get a piece of legendary crafting item to roll a glorified rare with no special attributes is not ok.
