"FinCEN will apply the Bank Secrecy Act (BSA) to exchangers or administrators of virtual convertible currencies where those exchangers or administrators are considered to be money services businesses (MSBs). If an exchanger or administrator is considered an MSB, then it is subject to FinCEN's registration, reporting, and recordkeeping regulations."
"Activision Blizzard is the centralized repository and administrator for gold pieces in World of Warcraft, and CCP Games is the centralized repository and administrator for ISK and PLEX in Eve Online. The administrator in these examples would be considered an MSB "to the extent that it allows transfers of value between persons or from one location to another." This suggests that so long as an administrator does not allow users to engage in transfers of convertible virtual currencies, then it will not be considered an MSB. In other words, the administrator cannot allow the transfer of virtual currency that has an equivalent value in real currency. It is unlikely that any MMORPG that does not allow users to convert their virtual currency into real currency or equivalent value in real currency, would be subject MSB rules. Linden Dollars in Second Life likely run afoul of these rules, and PLEX in Eve Online are a tough case."
Apply to Diablo 3 RMAH, HMM I WONDER WHY THEY GOT RID OF IT
