They really need to start treating SOE live like a press event and putting more effort into it than a highschool prom committee would.

IMO, loot will be far more general. There won't be a single dragon that drops a badass sword for you to farm. More likely, all dragons will drop scales which you can then have someone craft into a badass sword or use to modify your own armor, etc. I think this because SOE has stated multiple times in the past that unique mobs like that really will be one-time deals. Once Nagafen is dead, he's dead. The chance is still there for legendary one-time drops though.
First impression is that system isn't going to work very well.

The hardcore raiding guilds with players who rush to level cap and play several hours a day will deservedly be the first ones to kill the major raid bosses. No problem with that whatsoever. In other MMOs, the Tier 1 raid boss would eventually become trivial and that ?ber guild would move on to the Tier 2 tougher raid bosses. The casual guilds could then have a chance to take down the Tier 1 boss.

If raid bosses are unique one and done never to be seen again, I can envision a scenario where the hardcore raiding guilds who are well into Tier 2+ raid bosses keep coming back and killing the new unique Tier 1 boss that replaced Nagafen just because it is something new.

It will be interesting to see how it plays out. Definitely has the potential to recreate the server politics/drama that EQ1 had.
