The only numbers I have to go on is the number of download of gore removing mods for FO3/NV, most of which don't even break 5k downloads which is nothing. Can I say for certain that there aren't 100k people waiting in the wings for a G rated Fallout? No, I can't but I feel reasonably certain that they don't exist.
As for the rest of your post. Just removing limbs flying of would probably be pretty damn easy but why stop there? One of the (The Gore No More mod, same one you linked above) FO3 mods actually removed all the dead bodies hanging from hooks, etc. If gore is scaring away some hidden untapped market segment then just stopping at limb damage probably isn't going to entice them to give FO4 a second look. Changes like that would require a lot more time.

Maybe you'real right, but I'll tell you this. I'd let my Young teen/tween play something with blood splatters from gunshots or sword swipes, but would not let him play something with graphic dismemberment.

Fallout 4 on track to sell several times more copies than Fallout 3 or NV did.
They aren't worried about potential growth of sub 4k sales over three years.
As I said at the start of this, removing gore and limbs flying off and shit is effectively saying "Let's make a Fallout game but remove all the stuff that makes it Fallout. Surely that will lead to more sales!"
It won't. It will kill the franchise. You can't have post apocalyptic without over the top violence. Mad Max is a good example and one of the original inspirations of the series.
Imagine you were in the Fury Road thread saying "I've got a great idea, think about how many people avoided watching Fury Road because of all the violence, the warboys throwing themselves on the hedgehog cars and blowing themselves up and shit. What if we removed all that violence from the film? Think about how much potential sales growth you'd have by making a Mad Max game that's fun for the whole family!"

1. It wouldn't be sub 4K sales after 3 years. That's not what that figure says at all and you know it. It says that among PC gamers, who participate in modding, after 3 years of release, there is STILL enough residual demand for such a feature that 3000+ players would seek it out. Imagine if the feature was available cross platform, from the options menu, on release day. What impact would that situation have on demand?
2. The whole Mad Max thing is a false equivalence. There is very little about poorly executed dismemberment graphics that is critical to the telling of Fallout's story/message. There can still be hyper violence without it being gay. See recent DOOM gameplay.

Fallout 3 *shipped* nearly 5 million units. Even being generous and saying that such a feature would generate 10k sales that's still absolutely nothing in the scheme of things and trying to justify to Bethesda that they should spend more labor dollars chasing a paltry 10k sales would probably be a bit of a hard sell.
