It's almost impossible for that to have actually been the PC version anyway. The only PC versions that exist are press copies and it's pretty hard to believe anyone in the press would take that kind of risk. Everything else is locked down by Steamworks encryption + missing executable.

The fact that there are level 91 deathclaws in that list makes me think that tuning a build for level 50 is being a little conservative.

IN isn't +10% per level though, that turned out to be bullshit. Someone with 5 IN was getting 345 xp for a 300 xp quest, so it's actually only 3% per level. The different between 5 and 10 IN will be fairly trivial in the long term. So once again, never take more IN than you need for the highest perk you intend to take.Yeah, especially if you take a high INT score, I imagine you're going to have a pretty significant level boost after 30 or 40 hours played.
