They're cashing in on the popularity of a 20 year old video game. We get to point at the screen and say, "I KNOW THAT REFERENCE! HAHA, FALLOUT 1 WAS SO FUNNY".
When they make a good version of what this COULD be, it won't be called Fallout. Because it could be good. But not if it's named Fallout.
They'd do better to adapt Wool, if they were looking for quality over first episode moolah.

I dunno that I buy in on your prematurely cynical take on this one*, but Wool would make a fucking great show with a decent budget.
* Sure, it might be just as shit as you predict, but person of interest and westworld s1 are enough for me give it a few episodes on it's own merits.

I'm not HOPING that it will be bad. But calling it Fallout is a giant red flag, impossible to ignore. It's one thing if they're pitching "it's like fallout" to investors. It's another thing when they title the project that.
What that tells me, honestly, is that it will be very pretty intensely CGI'd (and probably very high budget) disaster porn. But if you're looking for a story or anything really fallout except for pip boy screens in the background, I'd just play one of the games.

Fallout lends itself well to a TV show, because every game in the series has been (mostly) disconnected from one another, save for a handful of continuity events (FO3->FO4 had some of the strongest....I mean, you literally have the same characters showing up in both and the events in FO3 directly impacted FO4). All you really need to do is stick to the basic lore, plop it into a new setting the games haven't explored, and you've got pretty much a blank page to write on.
If Bethesda has any creative input at all: It will be shit. If it draws from pre-Bethesda Fallout: It has a chance.
