That has been happening 2+ years here in my area, dealing with that as a rep sucks too. It was actually enforced by the county that we had to do it, for the most part its usually not Gamestop forcing that policy. From what I was told from another coworker at the time, Virginia Beach takes webcam photos after taking documentation and finger prints.

That's an awful lot of trouble for 5 bucks. It might make sense if that kicked in when someone had 10+ games to trade in.
