I'm not sure about Virginia Beach, but I know in Hampton it was enacted as per city law because of absurdly high numbers of stolen systems in GameStop's inventory. Like...I'm pretty certain around seventy percent of all the trade-ins I took in Hampton were stolen. It probably seems super invasive but if that's an issue where you are, it means you're in a shitty part of town where people have had sticky fingers and ruined it for everyone else.

Living in the DC area I have been saying to the delusional and irrational Redskins fanbase for over a decade now that the Redskins/Cowboys rivalry is more and more one sided in the minds of the fans. The Redskins fan still thanks their greatest historical rivalry is Dallas. But Dallas fans care more about the Eagles nowadays.
