No. In the original draft, he wasn't even going to use dragons. That's why one of the book dedications reads: "To Phyllis, who made me put the dragons in". Also, the first book, obviously preceding any popularity, is titled "Game of Thrones", a phrase with heavy political, not fantasy, implications. His focus was always tailored towards the political aspects. It did evolve in scope (from a trilogy) but not themes/focus.hence why Jon, Bran and Dragon girl crap is like...peppered in- its the orig stuff that was meant to be a classic fantasy type novel- but it evolved to a different direction than intended. I doubt GRMM would ever admit this..
