Are scripts really formatted that way?

Do actors just not know how to read, or something? Center justified.

Except we use Courier. Action lines, scenes etc are all left aligned and speech is center formatted. It's just so you can easily glance and find a line as well as the timing(both for actors and everyone else). Ideally you want one page of script to be one minute of screen time. 90 page script? 90 minute screentime (it NEVER works out that way, but that's the idea). It also helps with the breakdowns. Shit gets all color coded and blocked out so you just sort of scan it quickly.

I gotta imagine it's much easier to memorize lines and skim shit with this format.

It is. I sometimes have to work with the "outline" script on a developing project and that reads more like a traditional book (basically just a bunch of paragraphs). It takes a LOT longer to give notes on and find problems with the continuity or basic story.
