The sale on riot currency was for any denomination, however the bonus only applied to the "bonus riot points", not the whole package... the sale was very minimal but if you planned to buy RP anyway, then it was certainly better than nothing.There are also occasionally "sales" on the riot currency where, for a listed time, they give you a better ratio on the dollars/riot points exchange. I think it was done for Halloween and for Christmas, and the "sale" only kicked in for larger purchases, say greater than 100$

Plus they just had that sale on rune pages. Riot is pretty great as far as sales go, to be honest. They also have special sales when skins are being retired or brought back.
I always recommend that people have fun play the free champs for at least a few weeks. If they find they are really enjoying the game the 20 dollar starter pack is a really good deal and gives you a nice compilation of champs to fill every major role. Going forward from there it is easy enough to save up IP for any champ that you see during the free weeks that really trips your trigger. It is nice to have at least some stable champs to play with so you can practice with them and get good.best way to start your champ collection is to purchase the starter pack.
You don't need to drop $20 though. Just start using the free champs and begin leveling up to 30. The free champs rotate out weekly.
