They can't really call out an ISP in their status update when it's a bunch of random server hubs in the middle of different states scattered halfway across the country. There have been some official forum/reddit posts with more information about it that Riot participated in. All Riot can do about the bad hubs is the same thing they did last time it happened, tell the hubs to fix their shit. As far as I remember none of the hubs were even in California, much less Riots own ISP.
Edit: The DDoS attack last night is literally the first time in... weeks, at least (maybe longer) that I've had any lag that wasn't on my end, again exclusively playing nights, at random times, anywhere from 1-3 games in a row. That's why I was suggesting you look at some of the fixes people have talked about or at LEAST traceroute yourself to Riot's servers, make sure it's something on their end in the first place.
