Generally curious, can these things been tampered with? Or are they pretty much fool proof or if tampered with, easy to tell if that's the case?
Why would they need to tamper with the black box? All the recorders are going to show is that the aircraft was blown out of the sky and everything cut off suddenly. Doesn't offer any proof on where exactly it was fired from, by whom, and where/who they got it from.
No, it would basically be impossible to 'fake' events. You would immediately be able to tell if the inputs made sense with each other. To give you an idea, these things are recording flight surface inputs, instrument readings, engine status several times a second. The massive scale of rewriting complicated systems interactions for the entire 18-24 hours the device records in order to cover up falsification would be very difficult. Not to mention that you'd have the physical evidence there as well.

Not to mention that the USA only recognizes the Court's jurisdiction on a case-by-case basis (after Nicaragua v USA didn't go the way Uncle Sam liked it), and the only means of enforcement is via the Security Council which the USA can veto at any time. It's American exceptionalism again, not that anyone with half a brain would expect otherwise.
