Black Widow(s) not having a watered down version of the serum and any Cap replacement being power-less is always going to be questionable.
Even The Boys had to cave in and juice up because there's only so far you can go with normies vs supes no matter the writing. Eventually their heads would get exploded or spines snapped.

in the boys comic they give hughie the serum almost immediately (the rest already have it or dont need it ) but they just have stregnth/toughness enough to brawl with supes and didnt have any other powers
mackie will be marvels batman who will have the right plot armor / gadget / support to get whatever done - not as if they really ever gave a shit about trying to make sense
plus his main opponents are going to be what? standins for trump supporters?
i should say his main opponent will be low quality writing

Shit like Charlottesville and the Jan 6 fracas are convenient excuses for these woke people to co-opt shit to "fight back", but they don't seem to have anything else to fight back against. That doesn't stop Newsweek up there from going on about "far-right extremism" being behind every rock even though we can't see it.
It's like if the Bush Admin had done the whole "War on Terror" thing with the alerts and everything from 2002-2004 without there being any kind of 9/11 beforehand. Would have been pretty brazen to push this "threat" without any sort of proof of concept.
