Only other solution would be to make all contracts guaranteed, or eliminate guaranteed money all together. The Cowboys structured Romo's deal so they could restructure it every year to get under the salary cap. That is why they are always under the cap every year when in the offseason they are like 20 million over it. With how the salary cap keep rising, it seems like it is working out well for them.
