Not at all, b/c it only is required if they give up 7. If they just kick the initial XP to make it 17-13, even giving up a FG makes it 20-13 and you just need TD+XP. If they score a TD, it's 24-13 and THEN you would do the 2 when it makes the most sense to to try to tie in 2 possessions that don't have to be 2 TD's.
