People are saying it's fine yeah and feels better to use. It's still cyclone so it has issues like having to click really close to your char constantly if you don't want to be locked for a long time spinning and not so great boss DPS and all but otherwise should be fine.
Ngamahu's cyclone should still be pretty strong

hrm. I forgot about sunder. always liked it. That said, seems like its going to be overplayed. will skip it for now.
I'm thinking of swapping "plan A" to glacial cascade. I'll try charged dash, AFTER I'm set up I think. too big of an unknown for a league starter.

You also want to check out the new leveling content, re-balancing they have made. The new acts, new items etc. Why play some old lv 80 dude you played years before. Lv 80 is like a week played, even less.

Next annoying noob question:

Since I'm ditching my amazing witch, what's a good build for 3.0 that:
1. Has a high skillcap
2. Has high mobility and damage
3. Plays reasonably well solo or in groups
4. Doesn't require too much specific gearsets.
5. Doesn't use the witch as a base?

I would suggest looking up some 3.0 videos in youtube. Plenty of content there to wade through. Some were even linked here in the past few pages. Check them out.

look at any of the sunder builds floating around. it probably will be the FOTM. Shieldcharge for movement.
Mathils suggestion will be fine.

I wonder if breach items will be noticeably more expensive now due to fewer breaches.
Unless you are looking for Chayula/Uul items, probably only briefly.

I'm starting to feel the hype train, hopefully the servers hold up, since there's gonna be A LOT of people playing.

Mathil is good, maybe too good at this game. He makes characters that are strong but little to no survivability which are then supported with his knowledge and skill at this game. I woud take his builds and add some more life, survivability for sure lol.

Ive tried a few in 2.6 and they were all glass cannons.

1. Has a high skillcap

I don't think PoE has a skillcap. You just kind of mindlessly wander around killing shit. Most of the "skillcap" comes from how quickly you can clear a map and that is mostly from just knowledge/build/gear. The other skillcap is just knowing how to exploit the economy since that is probably the best way to make currency.

These two posts being next to each other is funny and conflicting. Is it generally true that builds can generally change their skillcap by investing in life/survivability vs damage?

There definitely is one, but it takes equal game knowledge, execution and preparation. Speedclearing shaped strands with easy mods is snoozefest, doing uber lab on undergeared character or Shaper in the first week of a league is something completely different.

There is a lightning dash. It's called charged dash. Sorry if it offended you that I didn't use its actual name. Lightning dash sounds much cooler.

Just a little poking, no worries.

I'm hesistant about going whole hog on the new skills.

yes. Gear can potentially outpace skill, etc. You can totally throw gear at any problem and complete any content. Koams chest bow builds. 300+dps daggers make shit dps builds totally viable.
900+es chests/shields. in 2.6, the same build might have 8000ES, and 200k dps with average gear, but will have 12000ES+, and 1million dps with godly gear.

The slayer sunder/cyclone passive tree from mathil.

182% inc life. Mkopec is not wrong. that is generally considered quite low.
I tend to make my own builds, so can't say I had noticed that trend with Mathil previously. but his story checks out. haha. I tend to get by with inc life %'s around there. but, I also know what I am doing. and tend to back up hp values with strong defensive mechanics, such as pathfinder, AA, enfeeble, flasks.

My charged dash raider plan is aiming for 220-230%.

lifting pimped alkaizers sunder glad for 3.0 league starter.

Quick looking, this build seems more along my tastes as well.
Pastebin for that. 224% max life.

Yeah I like Mathil's builds but they are a bit fragile even for SC for me. I think I am just going to go ahead with Baron SRS, I just like being a tanky caster.

I actually think I feel like doing a bow build. Not sure what. I'm thinking just CA but are there any fun ones out there that would be decent league starters?

I'm sure LA and TS are both still pretty good, they've never really been bad.

Messed around on poeplanner for a bit seeing what kind of passive tree I can get on a scion for storm call/arc, seemed like it would work out decently although lack of damage might be a problem, will have to see. Could always adjust some nodes. Ended up with like 175% life and MoM with a decent amount of max mana too at lvl 86 with 2 passives from bandits and all ascendency points, elementalist and inquisitor and the last 2 points going into 2 passives. The one I did had the aoe nodes at witch/templar too which would be for stormcall and could swap them for something else if I do arc instead.

Alternatively I might mess around with storm burst, tree should work pretty much the same since it's a fairly generic tree.
