I finished Act 10.
Can someone give a brief explanation on maps? Like, do I just try to run ones I have not run yet? Should I be re-rolling them or making them rare or anything?

Oh boy, you're going to need a guide for the FULL map explanation. But basically you want to run the blue version of your early maps and TRY and complete a tier (1, 2, 3) before moving up a tier. It's not always possible, but if you can manage you'll fill out your atlas better. I'm sure someone has a Mathil or Ziz guide on Atlases with a more helpful video they can link.

You can get fancy with how you start going in to maps but for a beginner I would just recommend trying to run the ones you have not completed yet as you get them. It opens them up to be able to drop from other maps, and opens up the possibility for higher tier map drops that are connected to it.
White maps have to be blue (or rare) at least once for completion bonus, yellow maps = rare, red maps = rare and corrupted. I wouldn't worry about trying to shape your atlas all fancy and stuff until you're more experienced at the game and know what you want to do specifically.

When you are a PoE noob only used to Diablo as your ARPG of choice it is very hard to remember that you can use most of the currency items on most non-currency items (maps, flasks, jewels) and even on strongboxes in the environment. Alching and corrupting strongboxes used to be a thing... is it sill?

Too many other ways to generate currency to waste time on strongboxes now, if I identify a Jeweler's Box with extra items + mirrored in a high ilvl map, I'll throw a vaal orb on it, but otherwise I don't bother. Carto boxes in T12 are worth spending some money on if you don't have any T15s, but with incursion coming back I don't think I'll be rolling those anymore either.
EDIT: Diviner's should be rolled to extra items of pretty much any kind (multiple extra item mods preferable), and the unique diviner's should be rolled to cards with 1, 8, or 11 in the series.

Cool thanks. I also noticed you can sell 3 of the same map to a vendor to get a new one. I did that with the T1 maps after I completed all of them.
Is that a good idea? Or should I be re-running them hoping for the next tier drops?

Running vs vendor upgrading is a choice you have to make in the moment. For instance, I'm pretty sure Elder only sticks around for 10 map runs without beating him, so in that situation choosing to vendor upgrade if you have the three requisite maps to get the map Elder is on is probably the better route than running the three an hoping one drops. Typically it doesn't matter a whole lot unless it's T13+.

I ran into my first breach in a map last night. Is there anything that makes those trigger more often? Or totally random occurrence?

There is a sextant mod that will add an additional breach to maps. When Incursion comes back, there's a breach room in the temple that can spawn breaches depending on how far you upgrade it. Zana also has league-specific options you can apply to maps, and in the past one of those has been Breach, but we'll have to see what happens with all of that come the next patch.
I do normal lab at the start of A4, cruel lab whenever I hit 55, and merciless lab right before A10 Kitava. Uber lab depends on the character, sometimes I'll knock it out in the 70s, others I'll wait until the 80s. Sometimes it takes me 2-3 characters to find all the uber lab trials.

You can see which dungeon they are in at the plaque in Act 4.
They are fairly short, just watch out because the traps hurt.
Once they are complete you can access the Labyrinth a large rogue-like dungeon with tons of traps. You have to fight the boss 3 times and then you can access with treasure room with glove enchant and ascendancy points.

"Interacting" was their language from the 3.3 patch notes. My guess is that you can attempt them and fail your 6 portals and he won't poof if that was your 20th map run.
