As for "all developed nations", I mentioned Iran for a reason. Don't watch this if you like dogs, or humanity for that matter.

Last November, the country proposed a bill punishing dog owners with 74 lashes if they were caught keeping a dog at home or walking the animal in public.

The new bill, if passed, would also punish those charged with dog-related offences to pay fines up to 100 million rials (?2,363).

"Anyone who walks or plays with animals such as dogs or monkeys in public places will damage Islamic culture, as well as the hygiene and peace of others, especially women and children," the draft law stated.

Simply put, many, including several scholars, believe dogs are impure.

The Koran does not give specific guidance on how Muslims should behave with the animals but it does have some passages where dogs are mentioned and which have different interpretations.

In one instance, the Koran describes a situation where the angel Gabriel interrupts a meeting with the Prophet Muhammad because a dog has wandered into the prophet's home.

"We angels do not enter a home in which there is a dog or a picture," Gabriel tells the prophet.

One of the hadiths (teachings, deeds and sayings of the prophet Muhammad) used by Muslims to explain their antipathy towards dogs reads: "If a dog licks the vessel of any one of you, let him throw away whatever was in it and wash it seven times."

Therefore, several Muslim scholars believe that the saliva of a dog is impure and thus the animals cannot be kept as a pet.

However, some have also argued that considering the dog's saliva as dirty is not a matter of religion, but of common sense against the spread of illnesses.

When he organized a get-together for dog lovers and their canine-averse neighbors, Syed Azmi Alhabshi thought he was doing a public service.

But after hundreds of people showed up to the event, billed as "I Want to Touch a Dog" on Facebook, and when pictures started circulating on the Internet of Muslim women in head scarves happily hugging dogs, Mr. Syed Azmi became an unwitting protagonist in the latest chapter of Malaysia's culture wars.

In the week since the event, Mr. Syed Azmi, a pharmacist, has received more than 3,000 messages on his phone, many of them hateful and a dozen of them threatening physical harm. The police advised him to stay at home.

Malaysia's Muslim leaders, who cite Islamic scriptures stating that dogs are unclean, lashed out at him in the news media. "I feel the anger, and it is real," he said in an interview.

Over the past two weeks, Muslim leaders in Malaysia have denounced Halloween as a "planned attack" on Islam and Oktoberfest parties as a public vice "the same as mass-promoted adultery."

Right because owners think that behavior is cute and don't correct it. Then the little one goes out and provokes an attack from a normally well behaved larger dog and the larger dog gets blamed and put down.
