There are people who have strong opinions, that in this case in particular, Ukraine and NATO clearly engaged in bad faith. The treaty was made to fail, it was signed with the intention to exploit it.
But I'm not going to just paste this chumley, and move on. I go deeper. From Tass, the full quote:

Also, the bigger picture is, that Serbia clearly wants to throw into disarray this quasi-recognition of an independent Kosovo, and so any Serbian politican is going to say "all these treaties, who can believe any of these people? We take Kosovo."
Context is everything, and it is in Serbia's interest to throw shade on the legitmacy of the past 20 years of "treaties." the Minsk feint is classic grist for that mill.
That lord of war guy gives like one grain of salt, then pours on a bunch of other stuff and says, "Here is the salt." Every damn post. It's like someone who only hears conversations when they hear something they recognize. Otherwise it's all Peanuts adults in their brains.
