I like some aspects of Fallout 3's map that its clear were also intended in New Vegas but weren't implemented nearly as completely due to the short development cycle. Game mechanics wise and story line, New Vegas is vastly superior, I just wish Bethesda had given Obsidian two years or so to make the game so they could have fleshed out New Vegas proper more, made it bigger, with a more robust sewer section (Fallout 3 sewers make some mad, I liked them. Best part of the game in my opinion) as well as fleshing out some of the other areas that were virtually devoid of content or left out almost entirely (entire Legion region for instance).
If Obsidian had been given proper time, New Vegas wouldn't even be remotely comparable to 3, it would be so far superior.
Its still the better of the two games, though, hands down.
