Got a PS4 Pro now, and they seem to have fixed the downloading speeds from PSN.
With the old PS4 (and the PS3 for that matter), I always had issues with slow speeds when downloading. The speed could be bumped up somewhat with using the google DNS servers instead of the default ones (EDIT: manually set the PS4's network settings to use 8.8.8.8 and 8.8.4.4 as DNS), but even then it went from using 10% of the speed to 50%.
With the PS pro, I have done nothing except the "easy" config for the internet connection, and it is maxing my speed similarly to Steam. Have a 100/20 connection, so Steam usually clocks in at 12-13mbs. FF 15 is 50 gig and takes less than an hour to download.
