The black community in the US had one of the lowest crime rates and one of the lowest rates of single parenting/broken households in the country up until the 60s. Their community didn't go to shit until white liberals started teaching them to externalize blame and point the finger for everything bad in their community at mean ole white people not liking them and generations of racism inflicted on them. All you have to do is look at the races that were too small to get liberals attention (ie too small to swing an election) The Japanese were put in fucking concentration camps and hated more than anyone else in the US after WW2, now they're one of the most productive and least criminal/violent ethnic groups in the country. Fucking liberal apologists and the blacks themselves are the only ones keeping black people in the shithole today.

The black guys I know that are good human beings are the one's who parents beat them for acting up when they were kids.
The ones that act like hood rats are the ones whose families embraced that culture and taught their kids to blame the world for everything.
Similarly, the white people I know that are good humans were beaten for acting up. The ones that are shit bags were not.
Ergo, I believe the solution is to beat your kids and teach them the world doesn't owe you shit and will mess you up the first chance it gets.

Towson area Swag? Supposedly Towson is the single best panhandling spot in the US - tons of both colors panhandle around here (hell where York Rd and Goucher Blvd meet where the CompUSA was ages ago there was YEARS until the police started cracking down where there was panhandlers there in a rotation - some with obvious "not poor" stuff like fancier cells than my own while panhandling... lol).
But I will agree there is a degree of "culture shock" dealing with many black folk.
