The camera is looking through a pane of glass at the erupting volcano. The "flashes" we're seeing are reflections from behind the camera. It's also sped up footage so it is misleading. You can clearly see a persons silhouette at the end of the video.

Other videos that were clearly shot outside (of any building) demonstrate the large balls and flashes of light too. Strange and unprecedented natural occurrences happen all the time in eruptions that are never seen outside of them (so basically very very rare to ever witness). Vulcanic lightning it pretty awesome, very ominous.

I'm not even sure if I'm serious but seeing all these other videos about crop circles that I just brushed off as being hoaxes is starting to make me wonder.
