Because they adapt the LN source, and the lizard arc is arguably the most boring part of Overlord. Even the anime can't fix it, as the over-the-top characters you grew attached to in season 1 don't show up. It's funny because everyone was super hyped for season 2, and the LN readers thought "well, next is the lizards. I can start watching at episode 4 or 5."
Also visual novels, example is fate stay nightLight Novel. It's a Japanese thing. Most of these animes start off as a light novel. Which is just a shorter 200 page novel. Typically 2-3 come out from every series per year.
So if a light novel sells a lot of copies, they'll sometimes offer it as a manga option or an anime option. The entire purpose of either the manga or anime is ONLY to sell more copies of the light novel. Nothing more.
So if they make an anime, they expect the light novel sales to increase by x, but if they don't, then they usually won't make an additional series of the show.
