DKs are still raising dracoliches on the islands in BFA, so they're definitely setting up for him.
So what does this pre-expansion look like from the Alliance side? Get wrecked by Horde, then get wrecked by Horde some more?

The two-faction system has always been a joke because every other expansion they team up. I want a dark iron dwarf character, but then I'm stuck with an alliance toon while the rest of my characters are horde.
Voljin did say that many will not understand his decision.
inb4 we have another Broken Shore scenario where the horde look like assholes for abandoning the alliance in Legion prepatch but after the expansion launches it turns out they had to retreat or they would lose everyone. I'm still standing by my old god idea that she knows something is corrupting the tree.
It was corrupted before, but Malfurion cured it. I wouldn't be surprised if Teldrassil is the final raid with a big N'zoth infestation and everyone's like "well its a good thing she burned that tree".
Then we can all refer to it as Burned Woods.
N'Zoth is under the sea though. Probaly in the Titan version of Sealab 2020.
