It makes sense. Not sure on the accuracy but seems legit.
I still only have 2 legendaries (one for the wrong spec but that's my own fault, other is utility BS). I've taken to just "forgetting" they even exist since it is a completely RNG-retarded system that detracts from the fun of the game.

Q: Legendary usability - some require a specific situation to be useful and otherwise feel like they aren't there at all?
A: Mixed feelings about this. I think it's okay that a legendary isn't working at max potential at all times (i.e. ST versus Multitarget fights). Months down the line you may be able to pick the best legendary for the best situation.

I finally got my second legendary across all characters yesterday. Normal EN every week since release on at least one character. Heroic EN every week except one since release on at least one character. Normal ToV since release on one character. LFR every week on at least one character. I have the 100 dungeons skin (mostly done in Mythics and M+ except daily heroic) on three different characters.

They are scraping the API for characters on their server and seeing how many of each of those things they did and then assigning it all a point value.Maybe I'm missing it but I don't see where they are pulling the data from. I want to pull the data myself for my character.
Only the hardcore players will feel legit put off by this. They don't care about that segment of the population as long as Mom and Dad/casual WoW players (who represent the majority, and don't really care about "feeling sub-par") are happy with their Sephuz and Prydaz. If the bad luck system is (as some suspect) time-based, and not only contribution-based, everything will even out in "months", and their core player base will be happy as pigs in shit.
Meanwhile, the hardcore players will be livid, but they'll still keep playing, because they're addicted and Blizzard is well aware.
Literally not worth it to wait on the professions. Other then a couple of very specific recipes, the rest of the legion recipes can be made by someone with a 1 skill level.
