You hear so much about the "spirit of the rule" when applied to rules in sports, and that ruling against the Bell TD was the exact opposite of the spirit of the rule. The intent is that it prevents a player from losing his helmet and then continuing to try to run down the field and avoid being tackled, etc. A play being ruled down early in the middle of a guy going to the ground is not the spirit of the rule, and protects nobody. In fact, I'd say it gives more incentive for defensive players to try to rock ball carriers near the goal line and remove their helmets with big hits in a world where the NFL is trying to cut down on said hits.
