I don't think that I agree with that. I think there's much more to it than damaging, maybe in some cases but I wouldn't be surprised if that didn't factor into it at all. If the gripe was with The Guardian and how they reported in that article, then sure. But as of yet, none of us have seen it, but somehow there are pretty strong feels about the appropriateness of the scene we haven't seen, playing into earlier political bullshit because the butt of this particular joke is a political player.

But you aren't talking about surprising someone with a pie in the face. You're setting up someone so you can accuse them of something completely disgusting (and a crime) and have the media misrepresent it to smear them. The entire plot of the movie is to gift an underage girl to Mike Pence and also push that he's into underage women. It's just stupid.

No one is accusing Rudy Giuliani of trying to rape an underage girl. It's a humorous anecdote.
If you have a problem with how journalists represent Borat's bullshit, that's a good point, and fair criticism of those organizations. But to frame it as Borat the movie trying to credibly accuse someone of a crime is fucking retarded. Especially given that no one has actually seen the goddamn thing.
