If there truly was wage discrimination going on that was allowable, why wouldn't companies hire 100% female employees and save themselves 20+% on their largest expense?

Eh, for some positions they do. There's certain types of positions where organizations will avoid hiring men because men are more likely to want more money/leave for a better job too soon. But they will often also discriminate against motivated single women for those same positions, so it's not really gender related so much.
