Luckily, two ocean currents off the eastern coast of Japan - the Kuroshio Current and the Kuroshio Extension - has diluted the radioactive material so much that its concentration fell well below the World Health Organization's safety levels within four months of the Fukushima incident.

I wasnt aware that every beach in NoCal was tested already. According to "Half Moon Bay Review" (I feel like they dropped a few words and it should have been Half Brained Moon Bat Bay Review), the website that you used as a source with their convincing 4 line article, this reading was only recorded on one beach. Which was also unnamed.
