They look like unmodded Skyrim, and not even remotely in the ballpark of Witcher 3. Seeing a dog with a plain old normal mapped texture is pretty jarring when you're used to HairWorks/TressFX too. That's to be expected though, it's not like they were going to make a new engine for Fallout.
