That's a pretty big assumption. Maybe someone can email a prosecutor's office or something, but I doubt the state's attorney's office would let you slide on fucking a minor prostitute with just a solicitation charge. The travel, whether interstate or into or out of the country is what brings it under Federal jurisdiction. Maybe Federal legislation doesn't have the authority to make it a crime unless you cross a border.

I'm certainly no expert. I just used to work with a guy who was a prison guard (he was part-time at the place we worked together) and I was going by what he claimed. I've heard it mentioned a couple of other places as well. I didn't really see anything in that Lock-Up clip to refute that.
