You really don't 'need' a finisher when you're chaining Orlandu. Shit already hits like a freight train.

Your thunder flasks probably missed, which knocks 2k off your damage, and it doesn't take that much attack to trip 9.I had a loss this week which was complete bullshit, and I suspect it was a hacked team, but who knows.
I went first, and did my typical opening barrage, which was 4x meteor, 2x alterna, 2x thunder flask. After a few minor chains, that's around 8300 damage to the entire team. That opening burst killed not a single unit on their side. Then when the enemy team went, every single of the units did an AoE move and blew me the fuck up.
The guy was some asian name, and account level 70'ish or something on the lower end. How do units like Lightning and such have more than 8300 hp, and still geared well enough in dps to one round my team. Seems fishy, but I haven't seen that team since, so whatever.

I thought provoke did work in arena? Can't say I've ever actually used it though, I just read that somewhere (probably on the wiki like you).
One shotting the enemy team is definitely your end-goal for arena, but it takes a while to get there. My initial arena teams were super drawn out endurance battles where I'd use Refia/Cecil to heal up while I spent a few rounds osmosing the entire enemy team before even bothering to try to start dealing damage. That was also in an era where every team had Cecil + healers, so if you didn't one shot them, the AI would full heal and you would be back to square one.
These days everyone runs glass cannon setups, with Cecil on only a few teams (but hardly any in the upper ranks). It's kill them straight off, or risk being one-rounded yourself. It's especially risky on weeks where Blizzard Flask is allowed.
