If he knew it was Petyr in charge, he'd probably get the fuck out of there as fast as possible. Petyr works, at least nominally, for the Lannisters, and there's a price on the Hound's head. Also trying to make a deal with Baelish is literally like trying to make a deal with the devil. He'd never do it.I can't imagine a scenario where he wouldn't take control of her if he had the chance, just as insurance.
Now, the Hound just turning away would seem a bit odd to me. You'd think he'd just try to sell her to whoever is in charge there at this point. BUT the show is really playing up the relationship with Arya so they can make it in to him not wanting her in Petyr's hands. Not that he'd say it that protectively, he knows better than to deal with Baelish will be his excuse.
