I took it more as everyone has their obsessions. It is just that since the kid was mentally handicapped his obsession was easier to point out. Tywin's "beetles" are other armies and lesser houses. Jamie's "beetles" is swordplay. Cersei's her children. The point is you can sit and observe people brooding on their obsessions and never make heads or tails of it. Just because something is important to one person doesn't mean it is important to everyone.
